Understanding Home Care Package Levels 1-4

Home Care Packages support you to live independently within the comfort of your own home for as long as possible.

When you are allocated a Home Care Package by the Australian Government, you will be assigned one across four levels.

This blog post explains the different levels, so you understand what type of home care services each can be used for and how much funding they offer.

 

*Please note this is what the Government provides for each package level as of 1 July 2024.

 

Home Care Package – Level 1

Level 1 Home Care Packages provide a basic level of support for those who are mobile but could still benefit from some additional help.

Common services a level 1 package is used for include:

  • Personal care
  • Domestic support
  • Meal planning and preparation
  • Shopping assistance
  • Transport

The government subsidy provided for this package is $10,588.65 per year.

This will give you approximately 2 hours of support per week, depending on the services you require.

 

Home Care Package – Level 2

Level 2 Home Care Packages provide a low to moderate level of support for those who require a small amount of care but can perform a lot of tasks themselves.

Common services a level 2 package is used for include:

  • Personal care
  • Domestic support
  • Social support
  • Gardening support
  • Meal planning and preparation
  • Shopping assistance
  • Transport
  • Some nursing care

The government subsidy provided for this package is $18,622.30 per year.

This will give you approximately 3.5 hours of support per week, depending on the services you require.

 

Home Care Package – Level 3

Level 3 Home Care Packages support people with intermediate level care needs who need a higher level of assistance to stay safely at home.

Common services a level 3 package is used for include:

  • Personal care
  • Domestic support
  • Specialised aids, equipment and technology
  • Medication assistance
  • Shopping assistance
  • Transport
  • Meal planning and preparation
  • Nursing care
  • Allied health support

The government subsidy provided for this package is $40,529.60 per year.

This will give you approximately 8 hours of support per week, depending on the services you require.

 

Home Care Package – Level 4

Level 4 Home Care Packages support people with complex care needs through comprehensive home help and medical support.

Common services a level 4 package is used for include:

  • Personal care
  • Domestic support
  • Specialised aids, equipment and technology
  • Medication assistance
  • Shopping assistance
  • Transport
  • Meal planning and preparation
  • Nursing care
  • Allied health support

The government subsidy provided for this package is $61,440.45 per year.

This will give you approximately 12.5 hours of support per week, depending on the services you require.
